Colonel Serenda Lobue

Colonel LoBue has worked for ten years in Kentucky’s movement to improve responses for sexual assault survivors and end sexual violence. Since 2021, she has served as the Collaboration Specialist for the Kentucky Association of Sexual Assault Programs (KASAP), the nonprofit statewide coalition of the 13 Regional Rape Crisis Centers. In her role as a Collaboration Specialist, Colonel LoBue trains KASAP’s community partners—such as hospitals, military organizations, and prisons—to improve systems that sexual violence survivors engage with. She is also tasked with strengthening community capabilities to respond to human trafficking.
Colonel LoBue was nominated and commissioned for being one of the youngest statewide Field Directors for a presidential primary campaign in Kentucky at age 22. Due to her being a WKU student at the time, she was able to facilitate a visit from Hillary Clinton to WKU in 2007, and gained extensive experience in grassroots campaigning across multiple states. Colonel LoBue holds a Bachelor of Arts in Political Science and Sociology from WKU and a Master of Science in Criminology from Regis University. She is certified as a violence prevention instructor and works as a part-time college professor.
Outside of KASAP, Colonel LoBue continues to volunteer with Hope Harbor, a Regional Rape Crisis Center, where she worked for seven years. At Hope Harbor, she volunteers for a weekly hospital shift in case a survivor goes to receive a sexual assault forensic evidence exams at a local ER. She also serves as a text crisis line advocate for RAINN, the national sexual assault network. Additionally, she serves as the Vice Chair of the Southern KY ReEntry Council, another nonprofit organization supporting individuals reentering the community from detention. Colonel LoBue’s commitment to serving the Commonwealth of Kentucky distinguishes her as an exceptional Kentucky Colonel.
